Is my college trying to sabotage my future?

I just found out that the college I am going to doesn't want me to earn a college degree. There were two scholarships (one for being in honors and one for my grades) that I was supposed to receive, but I found out there is no chance of getting them. Because of this, I must pay for parts of my tuition. With the little money that I had, I was still able to pay $1,428.19 in course fees by using all the money I saved up from my previous jobs and putting all of my cash, checks, Paypal, cash app, and a collection of coins in my bank account to pay the balance before the deadline. A few days after the deadline, the money that I paid on time was refunded for no reason. I paid $1,429.19 and then they returned the money to charge me more as if they are trying to make it harder for me to succeed in college. Because of the late payment fee, my fees went from $1,428.19 to $1,998.22.
The late payment fee occurs once per month and my debt might increase to almost around $8,000 in my first semester alone even though the fees were only supposed to be 1.5% per month and that there shouldn’t even be any fees since I paid on time. Now that my balance is past due, I will be blocked from receiving a college transcript and degree. I sent an email to the financial aid office thinking they were going to solve this issue and they responded with a lackluster email. It feels like I am being deliberately screwed over. I applied to so many jobs and so many scholarships that I lost count and I have had no luck getting either one of those. I doubt I will get this paid before October when the fees increase, but I am hoping to pay it off before December. I estimate a balance of around 3,235 since they think that 1.5% to 1,428.19 is nearly 2,000. With the resume that I have, I cannot believe I am in a position where my college degree is in jeopardy. I also have screenshots of this absurdity. Please help me and thank you for whatever amount you give me.
